The Missouri City civic center is a 30-acre footprint that includes key city services and gathering places: Missouri City Hall, a community center, the animal shelter, public works complex, the Fort Bend County Libraries — Missouri City branch, the 11-acre Quail Green West Park, an outdoor pavilion and additional city-owned green spaces. The site needed to service increasing populations with municipal resources while also leveraging a successful history of public events and gatherings, from small civic meetings and informal gatherings to large cultural and music festivals.
Leaders and planners sought master plan guidance to establish the site as the civic center for Missouri City municipal business, uniting the public buildings and strengthening connections with cohesive branding and messaging. The study would also provide options to establish the campus as a primary outdoor community destination, drawing residents of Missouri City as well as those from surrounding communities. The site master plan provided a roadmap for future funding and key steps forward for recommendations.
Partnering with PGAL, M2L designers brought a sustainable, multi-modal approach to the master plan, with options and recommendations to improve four key zones: civic, garden, festival and city green space. Proposed features such as a repurposed pavilion, a community garden, a veterans’ memorial, informal seating and shade amenities would increase gathering opportunities and maximize the user experience . Additional public art and improved signage and wayfinding unified the campus, while new landscaping and tree plantings refreshed the look of the entire site.
