For more than 50 years the Grogan’s Mill Village Center has served The Woodlands as an important landmark and gathering spot, known as a “beating heart” of the master-planned community for its central location and designation as the first shopping center and village hub.

Originally called The Wharf when it opened in 1974, Grogan’s Mill Village Center has been home to numerous grocery and retail anchors over the years, as well notable community events like Lighting of the Doves, Arbor Day and, every Saturday morning since 2008, The Woodlands Farmers Market.

But even with its important history and convenient location, the village center had become rundown and was in desperate need of a major redevelopment. In 2023, the Howard Hughes Corp. acquired the site and initiated a comprehensive update, seeking to bring Grogan’s Mill Village Center back to current design, infrastructure and development standards while reestablishing the location as a vital village hub in The Woodlands, even 50-plus years into its life cycle.

Today, the new Grogan’s Mill Village Center is a 9-acre, mixed-use development that reimagines the original village center into a modern and vibrant, highly integrated and connected gathering place. The $16.5 million redevelopment is anchored by a new, state-of-the-art Montgomery County Kevin Brady Library and Community Center featuring state-of-the-art, technology-focused learning, meeting and events spaces. The adjacent  mixed-use space boasts 32,000 sq ft of updated, modern retail space for shopping, dining and lifestyle-services tenants, with improved accessibility for pedestrians, bikers and drivers.

A reimagined civic and social hub for the future

The project exemplifies how respecting and embracing a space’s past can strengthen and enhance connection and help transform significant community locations into modern, sustainable and thriving gathering places well into the future.

The Urban Land Institute Houston agreed, proclaiming the redeveloped Grogan’s Mill Village Center the winner of the 2026 Urban Land Institute Development of Distinction Award for Historical Redevelopment. The prestigious awards, modeled after the national ULI Global Awards for Excellence, recognize Houston-area developments and open spaces that demonstrate best practices in design, construction, economic viability, healthy places, marketing and management.

The redevelopment included two distinct projects, each with a different architect that partnered with M2L Associates on landscaping design and tree preservation. The retail portion, led by Identity Architects, resulted in a complete renovation of the mixed-use space. PGAL was the lead architect on new construction adjacent to the retail site that added a new community center and the relocated Montgomery County library, now known as the Kevin Brady Library and Community Center.

M2L Associates Principal Michael Mauer said project plans emphasized placemaking, pedestrian connectivity and adaptive reuse to reinforce the village center concept. “The M2L team leaned into site planning strategies to reorganize circulation and improve accessibility by introducing shaded plazas, outdoor seating and flexible community spaces in and around the landscape,” he said. “The goal was to optimize daily use and allow for civic events and larger community gatherings.”

Mauer said the project teams had several unique challenges to keep in mind throughout the renovation, including maintaining tenant operations during both phases of construction, modernizing aging infrastructure, adhering to The Woodlands Township design guidelines, and balancing redevelopment needs with preserving the location’s historic character and landscape.

Historical significance for enhanced connection and engagement

“A defining feature of the redevelopment restored the continuous canopy that lines the center and now unifies the retail storefronts with the new library and community center,” Mauer said. “That historical design element is complemented by native understory plantings that reinforce The Woodlands’ most important and defining feature: its ecological identity.”

Mauer said he was thrilled to contribute to a project recognized with the ULI accolade. “M2L congratulates our clients, PGAL and Identity Architects, the developer Howard Hughes Corp., and the many project partners and stakeholders who contributed to the success of this project,” he said. “For more than 50 years The Woodlands has stood as a pinnacle master-planned community, thanks to the foresight and innovative planning of civic planners and sustained commitment to community connection and environmental stewardship. The new Grogan’s Mill Village Center is a safe, accessible and engaging space that will serve the community for decades to come.”

Additional project team members included O’Donnell/Snider Construction, WC Construction, Vogt Engineering, CJG Engineers, IMEG, DBR, ASEI Engineering and MEP.

The project teams closely collaborated to incorporate original design details that harken to the site’s history while also creating a new model to update village centers in The Woodlands.

“We live in a community that was built on innovation, on moving things forward, on constant evolution, to do the absolute best; and this is one more example of that,” The Woodlands Area Chamber President Aaron Cox said at the retail center’s ribbon-cutting. “We look around today and we have form, function and style that’s going to take us forward as a new center for this village [and] that’s going to revitalize, reshape and continue to move us forward.”
